ICD-10 Implementation on Hold; Impact on HIPAA 5010 Deadlines Uncertain

The Centers for Medicare and Medicaid Services will delay the October 1, 2013, implementation deadline for transitioning from ICD-9 to ICD-10, according to an announcement by Kathleen Sebelius, secretary of the Department of Health and Human Services. Sebelius did not address whether this would mean any changes in the enforcement deadline for transitioning to HIPAA 5010, a prerequisite for implementing ICD-10. Today, CMS officials announced that, due to the regulatory burdens the expanded code set places on health-care providers, CMS will initiate a process to work with the provider community to re-examine the pace of implementation. The deadline for practices to transition to HIPAA 5010 was January 1; however, CMS granted a 90-day discretionary period for enforcement. The AMA recommends practices file complaints about HIPAA 5010 non-compliance on the AMA website. The CMS complaint form is available on the AMA website as well.
